Joy had some good suggestions.

Take for instance a cemetery book for Allamakee County IA, by Mr.
Woodmansee:

ftp://ftp.rootsweb.com/pub/ugenweb/ia/allamakee/cemeteries

The text files are in the Archives and the county coordinator can also
create html's for the book, linking to the introduction, groups of
pages, etc.
