"There is no one thing Corning needs more than a board
of health, composed of three or more physicians, whose
duty it should be to thoroughly and at once investigate
any rumor of any contagious disease and give the public
the benefit of their knowledge. I would suggest that the
city dads appoit such a board at once. I have presented
the matter to several of our physicians and they hertily
acquiesced. The recent scarlet fever scare clearly
demonstrates to my mind the necessity of such a board.
As the incubation period of scarlet fever is from one to
six days and so very malignant as to be transmitted a
thousand miles by mail is conclusive proof that none has
existed in our vicinity. An active board would relieve
us of much needless anxiety in the future."
