In case Carol didn't explan Garland did not exist till 1873.
So Hot Spring County listing is probably your man.
Garland was created from Hot Spring, Montgomery, and Saline
Counties.
In Hot Spring Co. 1860 I did not find your James Neighbors.
There is a William J age 29 of KY, and Levin S. Neighbors
son of your James Neighbors.

Union Twp (This township by 1880 census would be Garland County)

(Wm. had a sister Hannah age 17 in 1860 and brother James L. 1/2 mo. old
so this could be siblings, not sure.)
