Don't give up on the birth dertificate. My father, Dave Chamblin was born
in Mena in 1904. When World War II began, he needed a birth certificate, so
he had to apply for a Delayed Certificate. We spent one summer all over
OKla and Ark, getting affidavits, etc. Since I was so young, I don't know
the exact procedure, or even where it is recorded. We lived in East Texas
at the time, and in the Social Sec books available now, it shows he was born
in Texas. I think the original is in my safe deposit box, so I will check
on it. Hope this helps.
