I think this very possibly refers to a regulation. I recently came
across a couple of instances where something out of the ordinary had
occurred, two convicts had not shown up for a muster which they were
obliged to do after they had a ticket of leave & had not yet received
a pardon. there were various notations referring to this & withdrawal
of the tol & subsequent reissue & all the references referred to
Regulations with similar nos.
Unfortunately the correspondence is missing. It is unlikely your number
refers to a Conditional pardon so soon after the granting of a TOL
