Wendy
The following are listed in the NSW Colonial Secretary's Correspondence
Index for 1788-1825 available on-line at the NSW State Records Office site
(http://www.records.nsw.gov.au/). Some are too early for your man but may
be worth checking to eliminate. The records for the "Arab" do indicate that
the ship came on to Sydney after unloading its 152 male convicts in VDL:

POWELL, Thomas
1821 Sep 8
Brickmaker. On list of all persons victualled from H.M. Magazines (Reel
6016; 4/5781 p.105)

POWELL, Thomas
1821 Sep 8
Employed at Grose Farm. On list of all persons victualled from H.M.
Magazines (Reel 6016; 4/5781 p.108)

POWELL, Thomas
1822 May 4
Re directions to be received (Reel 6055; 4/1760 p.74)

POWELL, Thomas
1825 Feb 9
On list of debtors to William Oldfield (Reel 6063; 4/1785 p.98)

Good luck in the search.

Hi List
I have the convict indents of Thomas Powell who arrived in Nov. 1822 on the
Arab aged 18yrs.
My query is.
I have checked with the pro on assignment list to be told he isn't shown in
I think Con13

I have a copy from the Hobart newspaper of the advertisement of his
certificate of freedom being issued in nov 1829
What is available to check where he was from 1822 to 1829.

Wendy
