Are you sure it wasn't Thursday Island,
I have found enlistment records for his children that state their place of
birth as Thursday Island,

Hi Liz,
I think some of the kids were born on Norfolk, but were registered in Qld.
I do know that Carlos lived there for a while on and off between Darwin and
Norfolk as I have copies of letters written about a land dispute which state
he was going back to Norfolk whilst it was being sorted out. This disputed
started in NT in late 1800's - about 1920's after the was. Also his sons
enlistment docs, state that their birth place was Norfolk Island.
