Note re the "*": Introduction pp i-ii says
'During the latter half of the 19th century separate Post Offices and
telegraph Offices were established at many centres. The Post Offices
were under the control of the Postal Department, while the Telegraph
Offices were the responsibility of the Electric Telegraph Department.
There was a gradual amalgamation of these offices as 'Post and
Telegraph Offices' from 1870 onwards, with the amalgamation being
finally completed in 1893. Telegraph Offices at which only telegraph
business is ccnducted have existed in recent years, but most of these
have been located at Railway Stations. Very few, if any, still exist
today.
'This listing does not indicate the status of post offices. An
official office is one at which revenue exceeds a predetermined level
and at which all classes of postal and telegraphic business is
conducted. These offices are manned by the permanent and temporary
staff of the Australian Postal Commission.In former years a small
number of Semi-official offices have existed. Generally, these would
be offices at which revenue was insufficient to justify official
conditions but higher than a Non-official office. Semi-official
offices were arranged on a 'Contract' basis and the postmaster was
responsible for providing premises for the post office. An Allowance
office was the equivalent of today's Non-official post office, and
the term was in use until 1927. Non-official offices were titled
'Non-Official Money Order Office' or 'Non-Official Non-Money Order
Office'. Today's equivalent for Non-Official offices is 'Accounting
Office and 'Non-Accounting Office' and facilities provided are often
limited. Many offices have varied in status during the period of
their existence.
'Many offices first opened as receiving offices, these having been
introduced in 1875. However, there were in existence a small number
of receiving houses/offices during the period 1850 to 1856. Little
is known at present about these offices, but they appear to have been
little more than 'letter receivers'. 'Sub-offices' also existed
during this same period, and again, / little is known about them.
The annual report of the New South Wales Postmaster General for 1875
states:- 'These receiving offices have been opened to meet the
necessities of residents at places not yet of sufficient importance
to justify the establishment of regular Post Offices. A small
consideration is allowed by the Department to the receiving
office-keeper in each instance for the trouble involved in taking
charge of correspondence under special authority of the owners. In
this way the residents procure their letters without having to travel
long distances to a Post Office, while the cost to the Department
is inconsiderable'.
'Receiving Offices existed until 1927, when the separate
classifications of 'allowance post office' and 'receiving office'
were abolished and replaced by the title 'non-official post office',
effective from 1st January, 1927. This in effect meant that all of
the receiving offices in existence in New South Wales at that time
were automatically classified as 'non-official post offices from 1st
January, 1927. There were nearly 600 receiving offices in New South
Wales at that time, including many former 'allowance post offices'
which had been reduced to 'receiving offices' up to 30 years or more
previously. These offices are shown in this list as having opened
or re-opened on 1.1.1927 and indicated by an asterisk (*).
'Information on the discontinuance of the receiving Offices was
contained in the PMG reports :
17th annual report 1926-27 Remuneration of Non Official postmasters,...... and
18th Annual report 1927-28,.......'
