Dear Katya,
I have a similar one in my family for a NSW death certificate, that had a
number, but no information, and no certificate. It turned out the man in
question had died in New Guinea during his World War 1 service. The family
had required a death certificate to claim on an insurance policy, and the
Navy had provided a NSW certificate to the family for their purposes, as he
had signed up in NSW, but their was no actual record in the NSW indexes
other than his name, approximate age, and the reference number. We
eventually sorted it out by getting hold of his War service records which
explained what had happened.
Perhaps your entry is something similar. Someone who wanted a certificate to
prove something that had occurred elsewhere, and without any other record.
