Coralie,
The newspapers at the time were the Goulburn Evening Penny Post and the
Goulburn Herald.
The Goulburn District Family History Society have indexed some of the
birth, death, marriages, obituaries, court cases etc so they may have
something relating to your research.
The society charges a $5 fee for a surname trace and the results are sent to
you to highlight what appeals. The research officer then goes back to the
library and extract the items you have requested. The library has a $1 fee
per copy from the printer and some times if a court case is involved several
copies are required to complete the yarn so it is hard to judge costs when
than happens.

I don't know too much about Publican Records so can't help you with that.
