Here in NSW a good starting place is the State Library. Have a look at the on-line catalogue:
http://www.slnsw.gov.au/eres/

I find by searching under subject "newspapers" then the town I am interested in works!

Now if you find what you are after in the Catalogue and you are not within travelling distance to Sydney, the next step is to ask the assistance of someone who lives there to do a look-up for you!
