Can't say I know for sure, but I would imagine that that could very well be
correct. As with everything else, usually; the name has covered a very wide
area. Look at Joadja for example, it is a large area, but also referred to
as a town, even if the town is now a ghost town.

and have found this, which MIGHT be of assistance, but then again.

DESCRIPTION: A lagoon about 5 km SE of Dapto and about 6 km SW by W of
Port Kembla.
ORIGIN: An adaptation of an Aboriginal word Elouera, Eloura or Allowrie
variously translated as pleasant place near the sea, or, high place near the
sea, or, white clay mountain. Wurra or Warra probably means mountain and
Illa may be white clay. (Reed, 1969).
HISTORY: George Bass and Matthew Flinders were the first to visit the
district. Flinders recorded the fact that it was called Alowrie by the
natives. It was whilethey were in the tiny 8ft craft the Tom Thumb in 1796.
