There are "B" (Brisbane) and non-"B" (country) refs, and the numbering
(separate for B/M/D) restarts each year.

So all you can tell from the ref itself is that the marriage was
early-ish in 1890 (as 000140 is a fairly low number); and in the country
(as there is no "B" between the slash and the number - but "country"
then includes current suburbs of Brisbane).

The information Rob posted about going to Qld Justice to purchase the
certificate is correct, but I want to mention that this is for
certificates from 1890 (which just catches your couple). Up to and
including 1889, Qld State Archives is the place:

I'm not sure about Justice, but if they give you all the original
register details (QSA gives you a photographic copy on a special form)
then you get a lot of info (as for all early Qld B/M/D). Should include
ages & birthplaces of both bride and groom; names of their parents
including mothers' maiden names; occupations (usually just the groom and
fathers); names of witnesses. Usually very well worth getting.
