I was also told that B stands for Brisbane.

As a corollary to the comment about illegitimate births - if you lived in
the country and were not wed, wouldn't you go somewhere else - anywhere
else - to have the baby?....oh the shame of it all...;-)) [Both in that era
and to the not so recent past!!]

I don't think that it means illegitimate per se; there could have been
numerous reasons why the birth might be in BNE - pregnancy complications,
convalesce with relatives/(friends?) etc.

All we can do is exercise our minds without casting stones.
