Mr N.A Richardson was one of the earliest pioneers of the district west and
north-west of Port Augusta, and was the first mail contractor north-west of
that town, which contract started in April, 1876 and continued for 42 years.
He was one of the original members of the Port Augusta West Corporation, and
acted as Mayor for seven years in succession; later he served as Councillor
for several terms, and again as Mayor.

Sir Frank MOULDEN (Lord Mayor, 1921-22)
The Right Hon. Frank Beaumont Moulden, JP, Lord Mayor of Adelaide,
1919-1920, 1920-21, is a son ofd Mr Beaumont Arnold Moulden (formerly
Attorney-General in the Cockburn Ministry), and is a member of the firm of
Messrs. Moulden & Sons, solicitors. He was born at Norwood, S.A., on 25th
June, 1876, and was educated at St Peter's College and the University of
Adelaide.
He entered the Adelaide City Council as a representative of Hindmarsh Ward
in April, 1904, when a by-election was held. On retirement by effluxion of
time at the end of the same year he was re-elected unopposed and similarly
returned in 1906, 1908, 1910, and 1912.
In December, 1913, he was elected without opposition as Alderman, and three
years later was again successful for the same office after a contest. Mr
Moulden continued in this position until December, 1919, when he became Lord
Mayor. A year after he was again elected unopposed to the chair. In 18
years' service he had had to contest elections on only two occasions.
Mr Moulden was chosen in 1905 as Chairman of the Parliamentary and By-Laws
Committee of the Council, and with the exception of 1909, 1917, and 1918,
occupied the position until and including the present year.. In this
capacity he did particularly good work for the City. The by-laws were
re-modelled and modernized, and are now of a most comprehensive character.
He evinced especial interest in the control of vehicular and pedestrian
traffic, and a few years ago visited Sydney, where he went fully into the
question with the authorities. The results of his enquiries was the passing
of regulations which have done a great deal towards the better managment of
the traffic on the roadways and footpaths.
In 1908 he was selected to represent the Council on the Metropolitan
Abattoirs Board, and continued to serve in this capacity until 1913, when he
was apponted one of the two City nominees on the Municipal Tramways Trust,
remaining a member of that body until the latter part of 1919. The City and
Suburban Local Boards of Health in 1912 nominated Mr Moulden to represent
them on the Central Board of Health, from which he retired in February 1921.
During his service his interest and enthusiasm were proved by the fact that
he twice visited and addressed the whole of the 19 Boards whose delegate he
was. He was particularly active during the great influenza epidemic, and it
was through his instrumentality that satisfactory traffic arrangements
between South Australia and Victoria were made.
He became Consular Agent for France in South Australia in 1919.
Lady HACKETT-MOULDEN
nee Deborah Vernon DRAKE-BROCKMAN formerly HACKETT
In 1918 Mr Moulden married Deborah Vernon, daughter of the late Mr Frederick
Drake-Brockman, of Western Australia, and widow of the late Hon. Sir John
Winthrop Hackett, K.C.M.G., M.A., LL.D., M.L.C., of the same State. As a
leader in social, patriotic, and philanthropic activities, Lady Hackett's
ability was acknowledged in her native State, and since she has been Lady
Mayoress she has firmly established herself in the hearts of the citizens by
her charming personality and marked talent for organization, which has
ensured the success of everything with which she has been identified. In
1919 Lady Hackett had conferred upon her by the French Government La
Medaille de la Reconaissance Francaise for her work in connection with the
French Red Cross.
