Hello.
A couple of years ago when I was trying, unsuccessfully, to find a birth
cert for my wife's ggf who was born in Victoria in 1876 I read somewhere
that the law at that time required a birth to be recorded within (don't
quote me) six weeks. Registration after that date came with a fine. If
this is true, it isn't hard to imagine the choice that would be made if a
birth couldn't be registered within the required time.
Fortunately with Victoria births a birth cert. of this time records all
existing siblings & sure enough ggf appears when future births were
registered. Close enough appears to be the best we can hope for.
