A bit difficult for us to make any judgments here, but ........
The first thing for you to check (and confirm to us, maybe) is whether
you're dealing with the same bloke. I assume his name matches on the
conduct record and the application for the land grant, but do other details
also match, such as his age, ship of arrival and type/length of sentence?
The glaring possibility is of course that you're looking at details for two
different people.
