I quote from Peter Synan's Highways of Water, p. 162

Toonalook became the centre for the lakes fishing industry in the late 1870s
and early 1880s. By May 1879 a township was taking shape which the
fishermen, apparently of their own volition, had christened Paynesville
after Captain Payne, the Harbour Master and Inspector of Fisheries, who was
a popular figure with them.
