Can't help out with the local stuff, but suggest you "google" negro immigation
as there was a whole lot going on with who and who could not leave the country
and suggest that there must have been records kept for that time. It would
have been quite unusual ."Negro" would have been the acceptable term at the
time and has been retained in certain historical contexts, although a search
for african-american may also show up something more recent, in terms of
research.
