Hello Sandra,
Since nobody has answered this - here's my guess based from the stuff I've
found on the net..
at this site:

we find that Waterloo and Beaufort both have cemetery trusts (note: the
info below may be out of date)
Since Waterloo and Beaufort were 2 distinct settlements I guess each had
its own cemetery -
Beaufort Cemetery Trust
Mrs Sharon Roxburgh
Secretary
7 Neill Street
Beaufort 3373
Waterloo Cemetery Trust
Ms M Grant
Secretary
RMB 629
