My thanks to Jackie and Robert for identifying the shire as Oxley.

Apparently from the certificate, Oxley is a possible (though not
certain) reading of the parish.

So I think it is a fair guess to assume the place was Moyhu in the
Shire of Oxley and not the first guess of Moyner/Moyher in the Shire of Cerley.
