"Pastoral Pioneers of Port Phillip" by RV Billis and AS Kenyon, in a
nutshell, explains the Port Phillip District was divided into 2 parts in
July 1840 becoming Western Port District and Portland Bay District. In
September 1843 Western Port District was cut into three becoming the
Gippsland District, Murray District and Western Port District. Three
counties, Bourke, Grant and Normanby were proclaimed as seperate Districts,
though the last was practically ignored. In November 1846 Portland Bay
District was divided into the Wimmera District and Portland Bay District.

"Victorian Squatters" compiled by Robert Spreadborough and Hugh Anderson
outline the Pastoral Districts as Wimmera, Murray, Gipps(land), Portland Bay
and Western Port; and the Settled Districts as Bourke, Evelyn, Gippsland,
Grant, Heytesbury, Mornington, Normanby, Polwarth and Villiers.

Crown Land Licenses in 1851-1855 outlines the Districts as County of Bourke,
County of Grant, Western Port District, Portland Bay District, Murray
District, Wimmera District and Gipps Land District.
