Hello Faith,
You already have it. No birth,
marriage or death certificates before 1855 for Scotland (1837
supposedly for England ) Whatever you have copied from a Parish Record
Register or film of, either by taking notes or by making a
phtocopy, will be all you can hope to find.

Penalty might refer to the following which I found somewhere on the
iternet and have seen examples of, on Parish record films. This sort
of pledge scheme was used in many parishes but for no set amount that
I have found, it varied by parish and was probably set by the Kirk
session. of the time :

39-40: At the proclamation of banns a couple would "consign a sum of
money
as a surety for good behaviour before the marriage and a guarantee to
marry
within forty days of contracting. This sum of money was called a Pawn,
Pand or Pledge, and most of it was retrievable on marriage provided that

the bridal couple had behaved themselves to the satifaction of the
elders
of the Kirk and the minister, when a smaller amount was paid to the poor
of
the parish.
