Ken,
Not necessarily the same person, check carefully. The same names tended to
run in families, the two Janets could have been cousins. With the tendency
to repeat names in the next generation, a woman called Janet could have
several grand-daughters called Janet. But of course women tended to be
casual about which surname they used and quite often used their maiden name,
so she could have been married twice. If you could get the second marriage
certificate, it could say "Widow" which would help.
