I think there is some confusion here in the transcription. Having looked at the context, the word is probably 'cess'. The long 's' has been transcribed as an 'f'. The cess was a land tax (although interesting cess can also mean a midden or refuse pit as in the phrase 'cess pit').

To see what I mean regarding the written hand look at the Scottish Handwriting website page on the letters e and s. http://www.scottishhandwriting.com/1hrS2.asp The letter 'v' has also caused some problems.
