Hi William - In my 1959 Phoenix city directory, page 1075, right column is "Bloom Merle C (Pauline)(spouse) 2 (2 children under age 18 at home) H (Homeowner of this residence - land and tax records exist)(Bloom's Serv Sta)(business owned - Bloom's Service Station) h (head of household - other relations may be present) 8701 N Central (residence) WI 3-9938 (telephone)."
Several lines down further in the same column, same page is "Bloom's Service Station (Merle Bloom)(owner of the business) 8701 N Central (location of business - appears residence and business is one and the same) WI 3-9938 (telephone - WIndsor 3-9938)." This suggests that business license records may exist along with possible records at the Arizona Corporation Commission.
In the same column the BLOOM surname is very active in business in Phoenix. Businesses listed (owned by different BLOOM persons) are Bloom's Department Store, Bloom's Flower and Gift Shop, Bloom's McDowell Men's Shop, Bloom's Service Station and Bloom's South Phoenix Mortuary.
On page 381 of the cross directory of phone numbers WIndsor 3-9938 is listed to Bloom's Service Station, Merle Bloom.
On page 439 of the cross directory of street addresses is "Central - N 8701 Bloom's Serv Sta - WI 3-9938" and "Central - N 8701 Bloom Merle H - WI3-9938".
As there were two householders under age 18, you could assume they might be cousins that you are looking for. My youngest age directory is 1960, but you could call the Phoenix Unified School District and ask what schools served 8701 North Central Avenue. Once you know what high school served that address, you could check the high school roster for that specific school at Classmates.com hoping to find relations. You can also leave a posting at the school's bulletin board asking if any classmates of the children of Merle C. and Pauline Bloom, owners of Bloom Service Station might know the whereabouts of the children.
Hope some of this helps.
Good luck.
