Kevin,
If you want accuracy, I think you need to work backwards, keeping in mind a
huge difference in time periods for Württemberg as for Baden. If you are
working Württemberg, you will have a much easier time line.
The German Empire came into existence on January 18, 1871.
The South German Federation date was July 26, 1866.
The Grand Duchy was formed on August 13, 1806 (however some bits and pieces
of Baden were not included into the Grand Duchy until various times dating
up to 1819).
Before 1806, what do you have, Margravates, Dukedoms, Archbishoprics,
Bishoprics, Counties, Lordships, Lesser Imperial States and more,
a patchwork of political locations.
As a hint of the various pieces of what we refer to a Baden, take a look
at the map at:

or copy and paste. The Key to the map offers numerous politicl land holders
in the overall Baden area. The map also identifies the year in which each
piece of land joined the Margravte/Country of Baden.
Going back to your original questions, though, when did the Kreis come
into existence? Did your ancestors actually live in the Kreis? As to
Amt/Oberamt, when did it come into existence? Do these items precede
your ancestors? Do you need to know today's political titles if they did
not exist at the time of your ancestors? In many cases, the only value
of knowing a Kreis or Amt/Oberamt location is for finding the area on
a map.

meta-search on-line for History of Baden should give you some
background of when what was what in the Baden. Again, if you
working Württemberg, wonderful, it is much easier to determine your
"political alignment question".
