The Coalition to Protect Maryland's Burial Sites has
an abstraction of applicable MD law on their website:

There are pretty strict laws about removing remains
and it requires permission from the State's Attorney
and a permit from the Dept of Health. Also if a
property is developed that has an exsiting graveyard
on it, ingress and egress to that cemetery must be
provided. This is also the case if your family
cemetery is now on someone else's property, you must
be permitted access.

I don't believe an arch. dig is mandated and wouldn't
be done unless it was a historic cemetery.

Where precisely is this cemetery?
