Who you need to contact is the Office of Cemetery
Oversight, they are the MD government department that
regulates cemeteries.

The Coalition to Protect MD Burial Sites is a group of
volunteers who try to protect burial sites -- but
since they are not government do not have the
authority to order a cemetery to do anything like
Office of Cemetery Oversight does. And I don't believe
that either situation as described would fall into
their areas of interest.

I've heard that people who were getting no cooperation
from a cemetery have very positive results after
contacting Cemetery Oversight people. After all as
businesses they have to be licensed by the State and
are likely to react more positively to a complaint by
the folks who give them the business license.
