Correct me if I am wrong here -- but, wasn't this policy applied when an
official German ARMY member was killed or wounded (by partisans or
monarchists either one, ?) - not when a Volksdeutsche was killed. Perhaps
it's just semantics and my not understanding the context usage of
'Volksdeutsche' -- to me Volksdeutsche (in this situation?) would indicate
civilian "folk" associated with German heritage, and not official Wehrmacht
who were 'legitimately' fighting. The purpose of this policy I thought was
to implement reprisals for the loss of German troops -- in hopes that it
would encourage ending raids on German troops by partisans and chetniks. At
least one thing I've read indicated that the policy did help to persuade the
chetniks to end their raids on German troops, but had little effect on the
partisans.
