Subject: Birth Certificate - and Ellis Island Questions

I found, what I believe to be my grandfather's sister in the 1924 ships passenger records though the Ellis Island site. The family came to the US in 1907 and this sister was born in Philadelphia in 1909 (I discovered this via Philadelphia 1910 Census). The person I found is of the same name and age for having been born in 1909 (15 years old in 1924). Because she was born in the US, the Ellis Island records list her birth date and address in Philly. Using that birth date, I wrote to Philadelphia, using the proper form, requesting a copy of her birth certificate. Because I am not on the list of persons allowed to have the certificate (mother, father, etc.), they returned the form and my check. So, here is my question: For genealogy purposes, how does one go about getting a birth certificate? I want the certificate for verification that the person I found in the Ellis Island records is indeed my grandfather's sister. I never knew my grandfather as he and my grandmother!
parted company when my father was a small child back in the early 1930's, so I am trying to put together the puzzle of his family and his life.

My second question:
On the Ellis Island site, for this person I believe to be my grandfather's sister, there is a number, which I think has to do with naturalization. But, because she was born in the US, I am assuming this number is for her father. The number is: 401830. Can anyone tell me - What does the number denote, and if it is for naturalization, how do I go about digging up those records?
