It is my understanding that those (few) joining the German Armed Forces in
1939 were true volunteers (not "volunteered by force" as in 1943).
The tattoo was specific to the members of the Waffen-SS, an elite military
formation (the political SS was something else completely).
The Germans were stopped just beyond Leningrad in the north and Moscow in
the east, so I would agree that they did not really advance into Siberia
(where the Soviets had moved most of their industry).

if he fought in the Soviet Union (unlikely that it was Siberia though), he
was most probably not in the 7th SS "Prinz Eugen" as this division was
engaged only on the territory of former Yugoslavia and briefly in Italy
(1943).
If he was conscripted in 1939 he could have been in another SS division or
perhaps even a regular Wehrmacht unit. Should the circumstances and place
and date of his capture be known, the unit might be identifiable. Otherwise
the WASt. ( http://dd-wast.javabase.de/frame_e.htm ) might be able to help
with his military career.
However, it is very unlikely that he was conscripted into the German army in
1939, directly from Kathreinfeld, as there would be no German jurisdiction
over Yugoslav territory in 1939. It looks like the conscription(?) date
(year) has been mixed up, as it happens quite often with all sort of war
related information, especially when it comes to dates.
