I don't understand this. Either it failed as a result of no quorum (which
it did),
or it passed by the 2/3 majority vote. You can't have it both ways. If you say
and can prove that 4 aye votes constitute a quorum, then you can't just say
well it should be passed, but I'll say its defeated. This leaves things way
too
open for misinterpretation.
