Betsy is exactly correct. The NE/NC CCs need to submit some candidates and
then those candidates should submit their qualifications. Then the AB
should select the replacement from those candidates.

May I point out that the by-laws do not allow for a special election except
for
National Coordinator. We added the Reps to the last special election only
because one was being held for National Coordinator. That does not apply
this
time.
