Virginia,
See my answer to Jim for your first question. This motion is
a clarification to Motion 00-19. Part of the difficulty with saying
that you are going to "follow the procedures of past elections" is
that it is very broad and can be interpreted many different ways.
One could say that this means only national level special projects.
This motion specifically defines a "group of Coordinators" that
will be allowed to vote. It also gives the future ECs a precedent
on which to determine voter eligibility in future elections.

Can someone elaborate on why Motion 20 is needed, since Motion 19 requires
following procedures of past elections? Is this motion referring to a
different kind of State Level Project than has been allowed to vote in the
past?
Maggie, what are you meaning by State Level Projects?
I would appreciate some clarification before this is called for a vote.
