Tim,

Personally I think the motion needs to be divided into at least
two parts.

1. To accept the report in it's entirity and send a well deserved
thanks for the ESC's fine accomplishment.
2. To implement the committee's recomendations.

My problem with the second part is that it will take time to go through
the report and give it the justice it deserves. We also need to make
and discuss the specific ways to "implement" the report and the
USGW membership as a whole needs to have the final say so
with a vote. The motion needs to include specifics and not
generalities. I also believe that each section of the report should
be addressed in a separate motion. This gives each section
equal importance.

Before asking for the vote on Motion 00-36 regarding acceptance of the
ESC's report
I'd like to ask a couple of questions regarding procedure.

Ginger's motion states - "I move that the report of the Election Study
Committee be
accepted in it's entirety and that the recommendations of
the committee be accepted and implemented.'

I see this as containing three specific actions:

1. to accept the report in it's entirety
2. to accept the committee's recommendations
3. to implement the committee's recommendations

1. accepting the report as is - is in my opinion, just that. We, the AB
that is,
accepts their report on the work they put into discussing the issue at hand.

Parts 2 and 3 cause my question(s).

If the AB accepts the committee's recommendations - are they accepting the
majority or
the minority position? It would seem to me that upon accepting the report,
the AB would
then have to decide on each section which of the two positions it wishes to
endorse.

Once that is decided the AB would then possibly, if not covered above,
would have to
decide on implementation.

Does anyone else see this as a dilema?
