No. For the pure and simple reasons that the NC by formenting pure mayhem and chaos on the list, voting to vote or voting, changing what was being voted on in mid-stream thereby confusing the process, not allowing an appropriate discussion period of the motions. This is not entirely the fault of the NC but was aided and abetted by the RAL. Going from the pace of a snail going backwards uphill to free fall, these actions are not conducive to an orderly manner in which to proceed.
