No, they haven't operated in secret because they haven't operated in
secret. There are no gag rules, no admonition that "what is there has to
stay there". I have reported on the activities of both in the DBS and have
also shared the discussions with those who have asked for further
information and I am aware of others who have done the same.

Producing a report at the end does not mean something wasn't done in secret.
