Okay, this question then refers to what to do in those "special cases."
Sorry, I didn't understand that. My opinion then is that it should be
presented to the voters as such.
Which would be to present it as two separate issues. One for the two-year
term where a representative would be elected anyway because of the expired
term and a separate issue stated "to fill the unexpired term of
x-representative. Let those who choose to run, choose which position they
would prefer.
