The USGenWeb Bylaws and Advisory Board actions are two different things.
Motions and votes have no effect on the Bylaws.

For example, our bylaws say we "shall perform the duties prescribed by
these Bylaws, and by accepted parliamentary procedures." While we are
required to use "accepted parliamentary procedures," the bylaws leave it up
to the AB to decide which specific version we will use.

The AB has chosen Sturgis as our parliamentary authority. This does not
affect or change the bylaws. In the future, the AB may decide to use a
different accepted parliamentary authority, especially if something newer
and more appropriate were published. That change in procedure would not
affect or change the bylaws.

The bylaws contain instructions from the membership to the Advisory Board
about how they want this organization to be run. While they are sometimes
specific and sometimes general, they do not cover every specific topic or
situation. Running the organization is like an essay exam, not a multiple
choice one.
