Mr. NC and AB Colleagues:

Here is my original proposal....with a couple of comments and a proposed
addition [E]

Proposal: Removal of an SC or ASC

A. The process for removal of an SC or ASC may be initiated by the Advisory
Board, or by a petition signed by [x-number of] CCs of the State and
presented to at least one of the regional CC Representatives for forwarding
to the entire Advisory Board. Both entities must state the reason(s) for
removal.

B. Whichever entity begins the process, the Election Committee shall be
instructed by the National Coordinator to conduct a vote within the State
and within the Advisory Board, asking the question "Shall State Coordinator
X be removed from office?"

C. If an Advisory Board member is also a CC of that State, that member will
vote only as an Advisory Board member.

PR: Thinking behind this is that no person should have two votes on the
subject. However, if this situation does exist, it could be made clear that
the person could vote "here" in the State vote, which would count as part of
the 75% quorum needed.

D. Removal will require, per USGenWeb Project Bylaws, a 2/3 majority vote
of the Advisory Board and a 2/3 vote of at least 75% of the CCs of that
State.

E. No removal procedure may be implemented against the same SC or ASC
within [x-number] of months of a failed attempt, unless evidence is
presented to the Advisory Board that reprisals are being made or attempted
against the initiators of the original action.
