I would also like to see this given to a special committee to define
and establish procedures for dealing with this status at the
National, State and Special Project level.

I think it should be done with input and participation of
representatives of State Coordinators, Local Coordinators, Special
Projects, and the By-Laws Revision Committee, to assure that due
consideration is given to this status and ramifications of by the
membership. The committee make-up should include Advisory Board
representation, but more importantly, a cross-section of the above
named groups.
