I can think of two things:

1) That the census project agree to abide by the bylaws of The USGenWeb
Project.

2) That the census project agree to welcome back any former members who may
have left that project and participated in another during the time that the
census project wasn't part of The USGnWeb Project.

Can anyone else think of anything else?
