By bylaw or other precedent the NC takes care of several functions at USGW.
AB members handle part of the emergency functions now as Shari demonstrates.
By and large members of the AB can rotate in or out at midterm, or even
resign anytime during the year, or other reasons, be a less stable anchor
than NC is.

It could be done by special committee, but requiring action only during
occasional renewal, I believe the NC should be the contact person;
and second stipulation;
turn that responsibility over to the new NC at renewal time.....not end of
term.
It's a reguistered contact thing best not done at midterm.
