The question has been asked about whether or not it was proper for the
Chair to require a 2/3 majority vote on the subsidiary motion to table
Motion 04-13.

Sturgis says (p. 71) the motion to table "requires a majority vote (2/3
when used to suppress a motion without further debate)" In this case,
because of the various time limits involved, tabling would suppress the
motion without further debate.

I stand by my decision to require a 2/3 majority on this vote.
