Subject: Voting/Determining Presence of a Quorum

Counting the votes cast on an issue is not the only means to determine
if a quorum is present. Common sense would indicate that if members
post to other lists during the voting period (ie BOARD-EXEC, the hearing
list, etc.), they are online and present for the purposes of determining
a quorum, whether they choose to cast their vote or not.
Sturgis, p. 112: "Computing a Quorum. A quorum always refers to the
number of members PRESENT, not the number VOTING. If a quorum is
present, a vote is valid even though fewer than the quorum vote."
When a vote is called, you as members owe it to your constituents to
cast your vote and let the democratic process work. If you agree with
an issue, vote yes. If you don't, then vote no. It is not acceptible
to withhold your vote even though you are really "here" in hopes that
the motion will fail for lack of a quorum.
A quorum has been established for 04-19 (Logo Clarification). As a
courtesy, I will extend the voting period until 11 pm this evening when
I get done with work, and then I will announce the results of the vote
based on the votes received.
