Received the following suggestion from a CC:

Would you consider something simpler? For example:
"It is the policy of The USGenWeb Project that the submitter of original
or transcribed data or other materials to The USGenWeb Project has
primary discretion as to where the data or materials are to be stored;
if the submitter has no preference, then the determination of an
appropriate data repository lies with the person to whom the data or
materials were submitted."
[the last part covers places where materials are submitted to a file
manager or SC].

I like the idea of simplifying and condensing. My original ideas were
just intended as a starting point for discussion. The only thing that
this statement doesn't include that I would like to see is something
specifying that local coordinators should not be discouraged from
placing their data only in the archives, nor should they be discouraged
from placing their data only on their local site. That placement of
data in the archives or on the local site (or both) are equally valid,
completely acceptable alternatives.
