Let me tackle the comments a little bit at a time <g>...

I don't think anyone's questioning whether the GPC needs a list. It
does <g>. But using one of the already established project lists has
already been an issue once -- the list was needed for something else, so
everyone was unsubscribed, and so the GPC has had no way to even try to
do anything, and won't be able to until there's a list again. I want to
avoid the committee being back in that position again.
The GC will need a list once it's established. Once the GC is
established, the GPC won't need to exist any longer. So I thought it
seemed logical to establish a permanent list that the GPC can hand over
when their work is done.
There's also the fact that these discussions of a grievance procedure
are very much a public discussion, or should be. Any project member
should be able to watch what's going on, and there should be a permanent
record of the discussion, just like the discussions of the AB are
archived. In order to archive the discussion, the GPC needs a separate
list, and one that isn't going to be used to general project use at some
point.
