Angie has raised the point of order that the amendment proposed is not
germane to the motion. The amendment proposed by Don is an amendment by
substitution. "Such an amendment must be germane to the subject of the
original motion, but it may differ completely from the original motion
in wording, purpose and effect." (Sturgis)
The subject of the original motion was a committee to form grievance
procedures. The amendment is germane to the formation of these
procedures by committee.
Therefore, the point is "not well taken" and discussion of the amendment
may continue.

*
*Point of order.
*
*While it is technically within procedure to "amend" a motion to the
*point that it bears no resemblance to the original motion, all
*amendments must be germane. A motion that includes abolishing an
*existing committee is so far removed from a motion to add members to
*that committee that it is no longer germane to the original motion, and
*thus is out of order.
*
*Amendments should be used to modify a motion, not to change its entire
*meaning. If you wish to change the motion completely, then vote against
*it.
*
*What purpose would this theoretical "amendment" serve other than to
*remove the committee members already serving? None that I can
*see. Why
*are there AB members that seem to have no other purpose than to ditch
*the committee, and it's work so far, and start over from scratch?
