I think this needs to be worded to point out that the Chair does not
have an unending, no-contest right to keep a member from speaking, and I
have a problem with the concept of "demonstrates they are likely to make
inappropriate posts".

Under parliamentary procedure, such a decision by the chair is subject
to a protest by the board and can be brought to a vote, something that
previous NCs have chosen to ignore completely when it suited them.

And moderating an elected representative should have a much higher
standard than "likely to make inappropriate posts." First,
inappropriate is entirely in the eye of the beholder, something else
we've seen demonstrated by seemingly random moderations in the past.
Who defines inappropriate, and how do you apply it fairly? A better
standard would be that the member has demonstrated that he/she IS (not
likely to) making posts so disruptive that the board is unable to
perform its assigned duties.
